What to bring
Papers to bring
- Aadhaar card or another photo identity proof (photocopy; the original to show)
- The latest electricity bill, paid up to date
- After a sale: the registered sale deed; after a death: the death certificate and the other heirs' written consent; in a family arrangement: the present holder's written consent
- The utility's own application form for a change of name
- Two recent passport-size photographs, if the office asks for them
Where to go
Sworn before an Oath Commissioner or Notary, then filed with the change-of-name application at the utility's sub-division office (PSPCL in Punjab; UHBVN or DHBVN in Haryana; the distribution company in Chandigarh), or online where it takes such requests.
Fee
The utility charges its own fee for a change of name and may ask for the security deposit to be transferred or topped up; the e-Stamp paper and the attestation fee are paid at the counter. Ask for today's amounts.
Good to know
- Clear the bill first: the utility usually transfers the connection only when no dues are pending.
- A change of name on the bill is not proof of ownership of the premises.
Papers and fees can change. Check with the office before you go. Guidance only, not yet reviewed by a lawyer.
Stamp paper
Punjab: affidavits are usually typed on e-stamp paper (buy it at an authorised e-stamp centre; check the current duty there) and sworn before an Oath Commissioner or Notary. Many state services now accept a self-declaration instead.
Haryana: use e-stamp paper (egrashry / authorised vendors; check the current duty) and swear before an Oath Commissioner or Notary.
Chandigarh: e-stamp paper from an authorised centre (check the current duty); sworn before an Oath Commissioner or Notary.
